The bear and ragged staff is the emblem of the fine county of Warwickshire and is a much under used symbol of the area. A while back, I did some work with Warwickshire County Council on using the bear as a mascot for their various youth schemes. But they never went with it. You can find out the coat of arms' history

Does this picture try to celebrate bear baiting? I wonder why people do not want to use it anymore.
